EZ OFF oven cleaner and a toothbrush shold take off the rest of the paint on that sweet frame.

Follow it up with some chrome polish and wax.

Im diggin' it and Im jealous.
 
That is a Roadmaster frame, probably AMF, who took over Cleveland welding. It appears to have been partially plated as part of it's finish, pretty common technique in the 60's, often done with forks, even today. I suppose it could have been made in the 70's from chro-mo, but I doubt it. :|
