Lucky dog! that's CWC built, Cleveland Welding Company. It looks like a 50's frame but I don't know that much about them, it may be pre-war.

There should be a serial number on the bottom bracket. It may also have the Cw after the numbers with more numbers or another letter. That will probably give you the year as there are a few members here who can decipher it.
Yup, CWC. Looks like my '46 frame.
The M/W crest badge was new for 1950. I've seen that chain guard on '53s. -Adam
