Pre War? Straight Bar Frame

I got this frame recently at a swap meet. It has a small rust hole that you can see in the third picture. any info? how much is it worth? should I sell it or should I build it?

Personally I'd try the oven cleaner trick and see if you can get down to the original paint then build it up.
