I bought something similar called wheel writer I think, I didn't have a smart phone at the time so couldn't get the app.
The one I got is kinda bulky, only has one color (red), and batteries don't last long. But it definitely made me visible at night, has about 60 programmed imaged, including a speedometer.

Also only mounts to the rear wheel, I don't know why but I tried the front; couldn't figure a way to do it.)
Could be the ones you posted are better technology.
