Can someone shed some light on the proper way to measure a shift cable for a 3 speed internally geared hub. I need to replace damaged cable.

Does the length measurement include th crimped on cable ends or not.

It's a Schwinn Racer Deluxe if that matters, probably an 18" frame.

I measure the housing at 17-1/2" and the cable tip to tip at 54-1/2" (including the threaded end thing)

I think the cable is a bit stretched but cant know for sure.
 
That bike should have a clamp-on housing anchor, and/or guide, you should be able to adjust the slack if it's within an inch or 2.
