The straight eight doesn't need any upgrades but it can't hurt. Maybe a taller set of bars.
To get rid of surface rust, don't use anything abrasive unless the rust is not coming off with gentle methods. I like using wd40 and just giving the chrome a light scrubbing with a cloth to see how bad the rust is at first, and then go from there.

Thanks! The bike was kept in florida on the coast for the last six years and the handle bars are quite pitted and rusted...may just switch out to a new set of black ones...
