Grabbed this today for 20 bones, figured it was worth fixin up. Needs a good cleanup , some grips, tires and brake cables. Whatta ya think? Gem or junk.

IMHO barely $20. Part it out. If the spokes clean up of the rust, there's your $20 for the wheel-set. The rest is profit if you can sell it. Use the pedals on a project, and if you like that unusual chain ring. Just my .02.

Around here if the rust cleaned off decently you could throw any grips on it and sell it for $100
