Any suggestions on removing some house paint someone spilled on an old bike that will not also remove the factory finish? I suppose elbow grease and coarse polishing compound mighht work?

Id try something like a magic eraser, or maybe put a wet wash cloth on it for a couple hours and see if that would soften up the paint. I think you just try to go at it with compound your going to end up removing the paint around the house paint as your taking off the house paint.
 
Try some Easy Off oven cleaner. Use a wet rag with lots of water.

Used Easy Off to strip house paint from a '38 Rollfast today....worked like a charm.
