Restore an old battery horn?

So I picked up a 60's Highway Patrol last night and the horn doesn't really work. If I connect the battery directly to the + and - I can "sometime" get a beep, but not all the time. Anyone got any ideas how to fix it? The connections look brand new so cleaning probably won't do anything. And I don't see a way to separately open the horn part...

There should be a screw that adjusts on the horn unit. Try turning that some to see if it frees it up. You could also tap the unit lightly on something to loosen it up a little.

It could be the switch also...if you're testing the unit through it.

Drew this is what I did to the wifes JC Higgens horn and yes I had to adjust the tone screw.

Adjusted that screw a bit and sort or just hit it a few times and it did indeed loosen up. =)
