Schwinn overload tube. How to set it up?

I have no idea how this thing is supposed to set up. On my Shimano stick shift bike, the overload tube is a spring inside with the cables attached at both ends. (I'm sure adjusting is a PITA, but I've yet to try). Anyway, I've got this overload tube that came with my Schwinn stick shifter, but it seems hollow inside.

Tips, instructions... explanations... greatly appreciated!

Same thing. Put a threaded cable housing stop ferrule in the larger opening. :| An unthreaded one would probably work.
