As you can see all the screws are rusted in the frame, any one have tips on you to get these out safely.

Easy... soak em for daaays! Center punch the broken bolt, drill the center out. Try an easy out or reversible drill bit. Run a tap and clean threads. But seriously soak for days, pb blaster or equivalent!
