I can't specify maker or branding myself, but parts is parts and if you can get it for the sum of $35-$45 you'll have a great value in parts alone.
Those are some straight looking peaked fenders, blade forks, 1/2 moon bars, stem, torpedo light (or shell), pretty neat old saddle, lucky 7 post, chain guard, possibly savable 1" pitch chain, hub, crank, pedals, rims maybe an old tags, grip, badge.....
It actually looks like a straight salvageable old ride from the early '40s that might just clean up well too, in a real ratty kind of way.
I'd say start as low as you want and take it from there. Good Luck
