At work, we have some rails we are trying deter skaters from gringing on. Looking for low cost and easy solution.

the cops usually warned us and threatened to tell our parents next time and that is all it used to take (the businesses would call them), there was a bank that waited for us with water balloons one day but that just made us come back more often.

i never really tore alot of stuff up though, i never could ollie very high so curbs and planters were about all i could grind on. i think most were just afraid we would get hurt on their property

Drill holes vertically through the handrail and bolt carriage bolts in the holes every 6-8" or so. Carriage bolts will be smooth as hands slide down the rail but will be to bumpy for skateboards.
