Krylon flat black is a popular choice. Some people like Duplicolor too. There was a Canadian that recomended Varathane Colors in Plastic, but I couldn't find it in the States.

I've used Rusto, and I've been disapointed in its durability. It feels a bit to rubbery to me. I also could have tried to remove the masking a little too early.
 
i like krylon, and i like rustoleum, also did my lawnmower with rust guard paint (K-mart), so far its the best ive messed with for my liking.

I hate to say for sure but it seemed to me that my "chalk board" bike didn't get the usual scrapes and dings in it that my other painted bikes do.
 
Krylon everything. It always comes out nice. However, I buy the Krylon rust paint for flat black. The regular one is a bit too thin for my taste and the rustproof variety covers a lot better.
