I,m working on a bike with a JC Higgins beehive springer, it has quite a bit of flex, is this normal for these forks?

Gotta keep in mind, these were kid's bikes. That said some springer designs are better than others.

what he said. I'm about 275lbs and my behive stretched so much the tire hit the fender, so I added a bar inside the hive between the upper bolt and the lower bolt making the springer rigid.

cheers!

Exactly what the others are saying. These bikes were made for 140lb kids at the heaviest. You can buy repop heavy duty springs for many of the old springer front ends, such as the Monark. I'm not sure if they sell one for the beehive, but that's something to check.

Alternative springs are easily found on the web, many tool supply house's, and in the automotive industries. I have used valve springs on cantilever front ends, using some old beach cruiser seat springs on a vertical Springer.
Be creative but, do fix and repair any weaknesses, fix design flaws(like a stop so the tire cannot bottom out stopping the wheel), and have fun!
