springer forks - straight bar inside or out?

I've pored over photos on this site as well as others and can't seem to find a definitive answer. I'm putting Schwinn-style springer forks on my 26-inch Schwinn American, and i can't figure out the order that the bars go on the front tire...does the curved bar go on first or does the straight bar go on first?

i think both work fine , it depend what look better , you can put the straight bars inside on top and outside on the bottom or vice versa to create a look like this /\ or \ / or ||
mine came assembled with the straight bars inside , but it's the bike shop that assembled it that way

I think the straight is supposed to be on the outside. As I recall, it's easier to service the wheel :| that way.
