Strip down to metal or scuff and spray?

Got a Cranbrook here that I'm going from the factory metallic blue to a flat green. Do you guys think I should strip the paint down to the metal and start over or just scuff it up with some scotchbrite and shoot over the factory paint?

Bikes get scratched. While cheap Pacific paint will probably come off with whatever you cover it with, it may leave traces of blue showing. :|

It depends on how good the paint is that you are spraying over. If it is really good then sand and spray, if it is coming up then there is a chance it will do it under you new paint and you should strip amd repain. Just my .02.
