Just picked up a Monark frame with rear dropouts where I could use Sandmangts's idea on tapping the right rear dropout for a derailleur hanger. Does anyone know what size tap should I use?

Tap to whatever size bolt you've got to mount the derailleur. It won't be very big; maybe 3/16 24 or something. That is if you're mounting it the same way I think you're talking about.

Here's a shot that's hopefully close enough to tell of one I did. It was just a little centering bolt with an axle mounted derailleur which is probably the easiest way to go and the least modification required.

 
Are you meaning, to have a hole below the rear wheel axle, that the rear mech screws into. Like a lot of bikes have.

If so, its an 10mm x 1.0mm tap.

I seen that small japanese motor bikes have 10mm sparkplug threads. And I think they also use that thread in brake parts too.
So a motorbike shop might have the tap.
