I'm calling all twisted bike building dudes to give me opinions on how and what material would be best to make this fender guard.
I'm trying to find a way to duplicate it without costing a fortune....any ideas?

i would say the same way that guy did it.
get a few 4 foot lengths of steel rod from yer local hardware store. 3/8" would be fine for a bicycle, not 1/2" like that motor-pickle.
get or borrow an oxy-accet torch(and some thick leather gloves) and a friend to lend a hand.
heat and bend until yer happy. one guy heat(yer pal) and one guy bend(you).
hope this answer isnt to obvious. i'm assuming if yer asking this your probably on of the younger guys.

come to think of it. buy a bunch of steel rods. you'll most likely not get it perfect the first time.
also once you get good at that you'll have other ideas about what you can make next....truss rods? front rack?

does it have to support anything? this is 1/4" metal rod i just bent over a tube. actually it's pretty stiff and probaly would support something (i've considered mounting a fender to it somehow), but that wasn't what i had in mind when i made it.
