Tighten stem on my 29er.

I've been trying to get this stem to tighten. I have another one, made by Fuji, that does the same thing. At the middle, it lets the hinge rotate no matter how tight it is. Is there a trick? Or are these stems junk? It looks like this one:

I also tightened the wedge bolt that underneath, no help, they still let the handlebars rotate up or down.

Figure out the angle, then go buy a rigid stem. I would not trust it.

Those stems suck at it. I would agree with the feller abover who said to find an angle you like, and replace it with a fixed stem.
