Tire size seems larger than 26" pictures added

So I have this JC Higgins frame, someone told me they had one that looked like it. They said it could be a 1946-1947. So I threw some wheels, forks, and other parts on it. What I found strange was that when I tried to put a rear fender on it the two areas where the fenders attach the frame had about an inch between them. I rigged some spacers out of a bunch of spacers I had and used some long bolts. It looks good with the 26x2.125 tires, but I was wondering if some bikes used larger wheels back then. I tryed to google it, but found nothing.

The original fenders would have been considerably wider and deeper. The balloon tires were probably marginally larger as well. Sprocket size/chain length can also come in to play, especally with true horizontal dropouts.
