trying to identify pre war with strange numbers

picked this up some time ago, and have slowly collected parts to finish it, but can't figure out exactly what it is. The guy I got if from thought possible Rollfast, but numbers on bottom bracket consist only of 3 odd spaced digits . Looks like a J, 4, 2

It could be Westfield (Columbia), it would have a second tube flared joint like this.

If you have a pic of the headbadge for that bike, I'd like to see that. Mine came without one.
