Vintage "How-to article" motorized bike

I forgot where I got it but I have a .pdf file that is instructions from the 40's or 50's on how-to make a standard bike a motorized bike.
Its like its from Popular Mechanics or something. Its really cool and I am temped to try it on one of my bikes.
I was wondering if one of these would still be considered a Rat Rod Bike even though there is no pedals. Know what I mean?
