So I bought this online thinking the frame was 20" -- planned on building it into a fat-as-possible cargo bike thing for me and my dog. Well, nope -- the frame is for 20" tires. . So I'm at a loss. What would y'all do with this?

Might make a cool mini velo. Any maker markings? Can't tell what it is. Not a BMX.

What are the quality of the components? The details like the dropouts looks top shelf.

yeah, pretty good construction. Tig welds, brazing around the dropouts...Could it be a Ross?

@horsefarmer @hamppea Sorry, I should have included that: This is, from what I can tell, a children's size Ross Hi-Tech Mt. Hood from 1985. Here's an advertisement from Ross' site:

After I received the frame and very dejectedly began measuring, I started Googling for any information on it, and could only find info on this model with stock 26" x 2.125" tires -- which is why I bought it, mistakenly, in the first place.

Definitely a heavy son of a gun. And the top tube looks to be about 18in/46.5cm.
