Here is a bike I spied on a farm today. Nothing moves on it. The handlebars & wheels both are rusted in place. The kickstand works like butter...LOL
There is a old hub shiner on the front wheel and a little black paint on the front fork.

It's kind of hard to date these without clear pics of the frame features but I would guess early 50's for the first one and late 40s for the second one. I've got one CWC I picked up that is a rust bucket and I'm going to flat clear coat it and ride it. It's probably the only one I would ride in wet weather.
 
Back in the mid 60's I found an 1896 24" Road Queen on a trash pile in the woods - still had the wooden rims on it in the shape of pretzels. I dragged the pile of rust home to the dismay of my mother but I eventually got it all apart, painted and reassembled and my mother loved riding it around (it was a girls bike). Fortunately the number of holes in the hubs matched modern 24" rims so I built the wheels up from that. So I never say never.
 
Road Master I am starting to think I can do something with this bike. When it gets a little warmer I will get on it. I have a few ideas in which way I am going with it.
 
Anything that has external threads can also be heated with a torch and with patience broke loose. The fork will probably be the toughest. Remove the front wheel and fender so you can pour the PB Blast down the tube from the bottom. That will get to the wedge, bolt threads and stem shaft. If that doesn't work you can try driving it out from the bottom, cutting off the stem or even cutiing off the entire fork and put a Shockmaster Springer on it. Crank should not be too bad - PB Blast or torch. Wheel nuts - ditto. And keep that rack - they are not that easy to find. You can do it! Good luck and Have Fun!
