Those are the butterfly handlebars that came on the Sears Screamer 1 and Screamer 2.
I had a Screamer 2 around 1970 and they were super cool.
 
Butterfly bars indeed. Here's one my dad picked up at the Ann Arbor-Saline show this year 8) the bars are surprisingly nice to ride with.
