Hi! First let me say I have no idea what bike this is. I saw this listed and got mixed feelings about it. The frame looks quite unique, specifically the 2 top bars. The second bar has an unusual arch in relation to the top bar. Then when I look at the front fender in proximity to the frame it looks uncommonly close. I don't know if this is possible but a potential scenario might be that a hard hit to the bottom of the head tube pushed it back slightly without bending the fork but buckeling the second tube closer to the top tube - or it could just be built that way. Until someone confirms the existence of the frame/fork/tubes as presented I would be cautious.
 
It is a 1935-36 Huffman and the top tubes should be concentric like a rainbow. Road Master is right, the bike took a hard front hit at some time that distorted the frame and buckled the lower top tube. No doubt the collateral damage would be more obvious in good close-ups or in person.
