Going to guess that is a custom fork set up...
Looks like they used a mountainbike stem on the bottom with blade forks forward and polished blade forks as the front ones, appears to have a mountainbike style spring too...
Love the sprung seat idea!

Thanks Skip. I still can't figure out what the piece/clamp thing is that's connected to the top of the spring.
