fenders mounted with triple tree forks. Does anyone have any ideas? There is no place to connect the fender to the fork near the steerer tube.
 
Does the fender also have struts? Are the fenders metal or something else?

Maybe something like this could be adapted?

I had these from Topeak. Try a search for “fenders for suspension fork” and you’ll get a variety of attachment options.

Is it a rigid triple tree or a suspension fork? And if it is a suspension fork does it have a through axle or a standard older axle?
I have used this type that attaches to the axle. However the fork legs might be in the way if the fender is too short.

IF you have space below the steerer tube & crown, fabricate a bridge mount from painted 1/2" or 3/4" flat metal strap. Flat or the newer style rod braces would also attach to the tubes. Executed correctly, the straps would visually disappear.
