got this at a swapmeet a few weeks ago. replaced the tires with nos paragon redline slick on the back and carlisle redline on the front, threw a shifter knob on it, recabled it and gave the chrome a good polish and rewrapped the bars and rode the poo out of it and sold it!

this is it before i bought it.

yes. it is a parking brake or what they called a "drag" brake. not very safe as i found out because if you're riding and want to use it to lock up the rear wheel while you're riding it only leaves you with one hand to hold the handlebars . . . . kind of a balance issue.. . . . but cool as all get out! it actually usesd the same cable as the handbrake on the handlebars and has a lead barrel crimped onto the cable that the drag brake pulls forward when you engage it.
 
That's so cool, I might have to build a bike with a hand brake now! I never knew that existed but just got an idea of how to do it.
