Looks like it could be.... although the numbers themselves are somewhat meaningless the font, size, and position in which they're stamped corresponds with Schwinn's early serial numbers. The 4 head badge holes are not correct for "The World" badge, but it could have a number of other badges, but I've never seen a 4 hole badge, probably re-drilled at some point?
The B10 was the first bike to use 26" balloon tires so if you can measure from the rear axle position to the rear fender mount bar that'd tell a lot about the possibility of it being a B10 vs. another model.
