Best method to plug holes in BB/Head tube

I'm reusing the head tube and BB from an old bike in my new build. They both have holes that line up with the old frame parts. What's the best way to patch these holes? I have my own ideas, but I want to know how others have done it.

Can't you re-use those vent holes on your new frame?

Good old Bondo.

Some of the holes can be reused, but not all. I had considered how hard it would be to weld over them. I wasn't sure I could cover a gap that big with nothing but a welding rod.

Back the hole with a piece of copper first, then work from the edge in. The weld will not stick to the copper.
