for some reason that makes me think if it was a recumbant it could fold up into a stroller. i think its weirder that i thought that. :|

That looks like a copy of the A-Bike (http://www.a-bike.co.uk/). It was designed by Sir Clive Sinclair, the same guy that gave us the ZX Spectrum and the C5 personal mobility thing.
