It's I think, powder coated, and seems OK. The mounting hardware it comes with is heavy and ugly. It's a Chinese reproduction of the old Schwinn "Phantom" rear rack, and fits OK on my old 1964 middleweight Schwinn. I wanted it because it can be a grocery getter, but it's not too bad looking, but the finish needs some work, IMHO. Some pics:

You don't have to use the hardware it comes with. I engineered a better setup. Now I can go to the store and buy crap! :)
 
That's the Phantom stoplight style rack. 4-holer. It only has 2 struts...should have 4 like the originals. Gary

I have had 2 new ones sporting the 4 braces, and 4 holes.
Gotta say, they're ugly, compared to the 6 holers.
 
It came with a second strut, but to save weight, I figured on bracketing it to the top fender brace. Thanks, mikee!
