ORBO Off Road Build Off Question

I have this Trek frame. I found this bike in the trash and stripped it except for the bottom bracket a few months ago. I would like to enter it. My plan is to make it a single speed free wheeler, gear it super low and dub it "The Canal Crawler.". Would it be allowed already in this state of disassembly? This is the frame, I was just testing a stand I built.

I don't see any reason you couldn't enter it. Looks like a good frame to start with.

I meant where I have already torn it down. I never thought I was going to build it.
