Repairing a springer fork

I bought this a while back, box came beat up, like somebody hit it with a sledgehammer. The results are that one of the curved bars is bent right at the bolt hole. It looks kinda crushed, but I can see the crack in the metal. I've added some links to pictures and would appreciate any advice on repairing this damage. Oh, the upright bar on the same side is bent slightly at the top, but I think I can fix that.

Only one of the pics is very clear, but you get the idea. Picture number 2 is of the opposite bar for comparison. Notice how much "thicker" it is at the bolt hole point.
 
Those tubes aren't the strongest, so a weld probably won't be a good solution. Usually, they get crushed from being overtightened, there's no sleeve to prevent that in many of the repop springers. I would take the fork arms off and see if I could fabricate new ones from new tubing, or pipe of some kind.
