So, I guess I need a bigger crown race or a spacer?

If its sitting against a step, and it looks like it fits, then i would grease grease it before you start tapping. Its possible it just doesnt fit though. Go slow. Rubber mallet.
 
Maybe touch the area on the stem with a little sandpaper and rub with paint thinner and clean rag and try the race again.
 
I gave the sandpaper a whirl. It didn't work. I'm going to try a metal file next. If that doesn't work, I think I'll be looking for a spacer.

So you have a die grinder ? Grind the Inside of the race till it fits ...

Metal file worked! With a little help from his friends. Thank you for all the suggestions. I probably would have given up and purchased something I didn't need.
