Smaller quill stem?

hey guys, so I'm very close to finishing my first build and it looks great! In my opinion of course! The issue I'm having now is that I bought a Huffy Cranbrook as my donor/parts bike and we used a chopper frame as the main frame. Now, when we went to put the quill stem from the Cranbrook into the steerer tube on the forks we built, it was a little too big. The guy who is helping me said he thought everything he had was off a 20" bike and taking the quill stem from a 20" bike or a bmx bike should work. I have a quill off an old small Concord I had that I'm hoping will work. I remember thinking previously that it was smaller than another one I was messing with at the time. Now, is there a certain size that the Huffy has and is there a smaller size? If all else fails, could we grind the stem down a little to make it fit without compromising anything? Thanks!
