I started with this old Murray 3 speed:

My reference for this project is a Swiss Army Bicycle:

I took the Murray apart and painted the frame green and the fenders & rack black. I recovered a really old seat with camo fabric. The bag was constructed using an old Italian Army jacket that I bought at a garage sale a few years ago. This is just a mock up to get an idea of where it's going:

I'm painting the handlebars black and will also be making a sack for the front. I still need a generator light. So far I like the direction that this one is going.
 
Something that might complete the bike, and is something I saw on another military bike is using a military flashlight as a headlight. The particular one I saw was one of the L shaped flashlights that was attached to the headtube.
 
I was in my local surplus store today, and they have a bike nearly identical to the one you originally posted. The only thing missing is the bag between the down tube and top tube.
