I just picked this up off of craigslist today for $25, I'm unsure of the make, and is repainted.
I thought that it may be a 20" frame at first, it was advertised as one but I know that sizing it up by eye is always hard.
Turns out that it's just a very small 26" frame, or I guess it could be a 24" with room for fenders.

Thanks, I think that I might try to make it a muscle bike, with 26" in the back and maybe a 20" in the front, it might look wacky though so I'll just have to try out different things.
EDIT: also, on an off note, the first 4 digits in the serial number look like "OHIO".
 
For proper proportions you might try a 24" rear, 20" front with a 26" springer. Should be cool.
