Sounds like a good candidate for a sawzall and moped engine idea that's been slowly boiling.If I had to make a guess, I'd say Huffman...but probably juvie-sized, like Wildcat mentioned. They were known to use that swirl crank ring.

A Huffman-built might have a marking on the left drop-out.can't find a number on the BB

I don't even know why I bought it, I don't need or want more bike stuff. The market for 24 stuff is slim, I might actually cut it up for the moped engine.
