depends what you want to do with it. Also, what area of the country you are in. It needs the right skirt/chain guard, which is not so easy to get. Personally, my absolute price ceiling would be $100.

The side 'handlebars' .. are those custom cut, or repurposed from something else?

I had one of these. .they are called 'Makaha Cruiser'. It was an 80's Taiwan cruiser frame (they made mens and women's versions. That gusset is a dead giveaway.
