    This may sound dumb, but you do have the thin locking nuts on each end right? Once you get the play set, you have to "lock" your adjustment by tightening the lock nut while holding the cone so it can't move.

    I think I have those centering rings. I always thought they were to keep the axle from dropping out of the fork if the nuts came loose. Anyway, I'll check my parts tonight and let you know.

    Nice bike - and great looking seat! The tires look like the ones on my Elgin. I got them from Memory Lane. The valve is just for looks. I think they say "Universal" on the sidewall.

    Aircraft stripper. Usually available at Walmart. Use with gloves, eye protection and plenty of ventilation.

    My Dad had one of those vans with the 3 speed column shift. The linkage was so worn that every once in awhile it would get stuck between gears and you would have to get out and reach up under the grill and push and pull until you got it unbound.

    I have heard and/or read that it is a good practise to replace the transfer spring everytime you do a rebuild or service of a New Departure hub. I have quite a few NOS springs and would be happy to send you one if you would like to replace yours and see if that helps.
