Looks to be an early Monark to me...maybe some one just threw an Elgin rear wheel on it?...or perhaps a Monark built for Elgin? I don't know for sure but if you want to sell the rear rack,PM me...Pappy 8)

Great story (tragic but interesting)...amazing bike. First off,loose the knobby,dirt track,plow the back 40 tires.Then hit the thrift stores in your area & find a nicely worn leather coat,jacket or vest,on the cheap,go to your local upholsterer & get it recovered... that's what I do...good luck...
