I like the ratio in the low 2's. Your at 2.875. Try a 46/20 to get 2.3. I have 2.8 on a single speed Schwinn SS that's at 20 lbs, but a cruiser slow speed, I think around 2 is good.

I bet some one used the the wrong pitch bolts on the axle. You need a replacement axle, find a donor bike or rear wheel and change it out. You might have to pull the free wheel also.
