1 piece tire tube

Seen a skip tooth bike today that had a 1 piece tire tube on it. It simply looked like they glued tread to the outside of a tube. The guy said you just slipped the tire over the rim and aired it up. Does anyone have any ideas on these?
 
the bike shop I work at still installs tubular tires. you apply glue to the rim and put a few coats on the inside of the tire and let it set up then install it and air it up and let it tack and then wipe off the excess glue with denatured alcohol. they allow you to ride a road bike while running lower pressure without the risk of pinch-flatting.

I was told it was to run more pressure! Most my sew ups were 120 psi.....
 
Did anyone else repair expensive racing tubulars in the 80s with this:
