With the rear cog as big as it is, it's really not geared that tall, is it? Interesting.

The CNET article is a great example of someone seeing something and thinking it's a new idea, when it's not new at all.
 
The difference is the rear sprocket. The Miami/racycle has a large rear sprocket to compliment the front sprocket. The larger sprocket makes it slightly more efficient at least on paper. The Racycle has a 40 tooth (1 inch pitch) front sprocket and a 10-11-12-13-14 rear sprocket. With the 14 rear sprocket the gear ratio on the Racycle is not much different from your standard 26" cruiser. The Donhou on the other-hand has a 104 tooth front sprocket and a small rear sprocket probably under 14 tooth from the photo. It will only be good for motor pacing. The record is currently 167 mph for a motor paced bicycle, but it doesn't look like they have any plans of trying to set a record. The 100 mph barrier was broken in the early 1940's.
