19?? Huffman c/l find

Just picked this up this weekend and now looking for info on it. It has three weird yet consistent welds on the head tube and bottom bracket.
20" skiptooth Huffman

Has a serial number located on the bottom bracket as follows: 7H061351

the guy that would know is 37 fleetwood
he seems to be the huffman guy around here I like that head badge never seen one like that before

Frame has been modified....no doubt about that. Serial # and drop out style makes it a '47. I've seen that type of badge on late 40's and early 50's Huffmans.
