The rear stays look Schwinn-ey, like a B10. The way the second tube wraps around the seat tube is probably the giveaway! The front fork is a Cleveland Welding springer, postwar, I think. And the front fender looks like a late 50s Westfield/Columbia, but that's a guess. Regardless, that frame is 1933 or newer since it fits balloon tires. Schwinn introduced balloons in 33, and everyone else followed in the next year or two. Nice find btw! ~Adam
