Those are teens/20's tiller bars. They rise really high and are very wide originally for newspaper carrier purposes. That's probably what they were used for on this bike.

That's a dead ringer for a prewar Schwinn guard. Makes you wonder who copied who? Double Nickle, you can keep your guard. Gary
